Content planning iteration #1: create the shell

The first step creates an empty shell, ready to be filled

Instructions for the first step

  1. Create a new document and then put the headings from the outline into it.
  2. Format the headings the same way they will appear in the proposal, although at this stage they will have nothing under them.
  3. If you have allocated a certain number of pages to each heading in the outline, you can place the headings on the corresponding pages

What you have at the end of this iteration is structure.  You have created a document that has headings, but is mostly blank.  It provides very little guidance, yet.  However, even with what you have right now you have enabled people to see what topics must be addressed and how much should be written for each.
